It is likely that you need additional development packages. Considering the set that you're missing you probably only need to install something like "gtkmm-2.4-dev" or "gtkmm-2.4-devel".

The previous Fedora packager left the project, I'm unsure if someone from the Fedora project has decided to replace him. I hope so.
Yes, Inkscape is too important for Fedora to not have some direct involvement.
Anyway, unlike many previous attempts to build Inkscape from source or a package install, this time it finally worked! However, the facility I was hanging out for - PDF import - still seems to be missing?
