Start with the arrow selected, open the tiled clones dialog and click the reset button. Make sure you have a dot in the "Rows, columns" option and set it to 1 row and 3 columns. Then, all the settings you change should be on the second column of boxes, the one with the heading 'per column'. Go to the Rotation tab and set the 'pre column' value to 120. Now click the Create button and see what happens. It should create 3 clones, the first one over your original object, each 120 deg. rotated clockwise with respect to the previous one. Also they should be adjacent to each other.
Now, if you go back to the create tiled clones dialog, set the shift x per column box to -100 on the shift tab and hit create again you should get the 3 clones on top of each other.

To erase any previous settings click reset before making the changes you need. That way you get the three arrows but they end up centerd on the first one. I believe there is no way to change the center of rotation on 0.45.1 so you have to palce them where you want. Hope it helps, I know it's easy to get lost on the Tiled Clones dialog but I love the power it gives you to create a lot of thing.

I couldn't get that to work. I got two clones, superimposed on top of each other. I could manually rotate the top clone to something approximating the desired position, but when I tried to rotate the second one, the first clone moved with it, and it also moved the center of rotation of the first clone.
