I think it would make sense as a checkbox, "Rotate objects independently", off by default, on the Rotate tab of the Transform dialog. The same would make sense for Scale and Skew.
Will you please file a RFE for that?
A request has already been filed for this.
I commented that probably the best way to do this would be to require users to group shapes if they wanted them to be rotated as a group and the requested behaviour would be the default.
