Stefan, I'm a user of both Illustrator and Inkscape, but I'm not sure what you are Trying to do. When you talk about coloring programatically, do you mean you need some external application to access the SVG file and modify a shape's color? If so, press CTRL+SHIFT+O, this will open the object attributes dialog. there you can change an object's name or label and thus be able to find it in the XML.
I'm not sure this is what you mean... I searched in the SVG section of Illusrator's help file and could not find the procedure you described. Anyway grouping in Inkscape is done by CTRL+G just like in illustrator.
