Yes.

The background (orange) is simply a linear gradient. The foreground can
be made using a red circle that is duplicated using the "Tiled Clones"
dialog where the size is reduced by around 5% per column. You will need
to group the clones then flip them horizontally with a small rotation.
You may need to add a second set of clones to the group that are not
reduced in size to match the far right. See:

If your are doing this for a web page, you can do the gradient with CSS
and then add the red dots with SVG. That should work in all modern
browsers.
