The Win32 instructions are fairly up to date. I am not really able to be involved in the project these days, but I built the Win32 binary for the 0.46 release and I updated the build instructions on the Wiki about a month ago.

In theory the instructions should be simple, and it should be easy to build (given the hardware and the time).
It is possible that the win32 instructions are not quite up to date. However, if that is the case then that just means that we need to get them updated so that things are simple again.
