After copying (ctrl-c) the source object, select the target object and do "Paste format", ctrl-shift-v. It doesn't paste the layer, but it does the fill and stroke colours and the stroke style, also the font, point size, &c for text objects. On the edit menu there is also a range of "Paste Size" options for copying the dimensions of the source.
