i just installed inkscape 0.47pre4 build oct 12 2009,
i tried it out, and this clone tiling thing works good for me.

yeah, 'everything works now'. . . .AS LONG AS I USE YOUR DOCUMENT
But when i start a new document myself from scratch, things dont work the same!!
pls take a look at my svg. you should be able to edit/tiled clones and see hot it is set up, and notice how even though the settings are identical (except 6 vs 7 columns), it just does not work the same. For one thing, my document ignores the center of rotation. no matter where you put it, result is same

Thanks Kurt, I missed the exclude tile checkboxes (under the shift tab)...
IF you have exclude tile checked, leave all the shifts as 0%
IF the exclude tile is not checled, then you need to set the X shift for columns to -100%
Don't know if the list allows SVG attachments, but I'm attaching one.
