I haven't seen another answer posted so I'll throw in my 2 cents worth.
The new path Effect "Bend Path" will work fairly close to what you want, if the group of stars in your diagram is converted to a path first (see attached).
Unfortunately this requires the stars to be a single (combined) path and not a group of objects. It also distorts the stars (you can see the end up as curves, not straight line).
You can, however, use the Effects->Generator from Path->Pattern along Path extension to bend a group of objects along a bezier path.

My actual intention is to construct a PCR (OE-PCR) illustration for Wikipedia. If you take a look at this, made by someone else:
