I'm pretty sure it cannot. You probably can do this with Scribus, however I don't know if you'd be able to do it from the commandline...
Another option is to look at the cairo tools, which have an svg->pdf capability and can definitely be used from the commandline. I don't know of anyone that's gone this route so I don't know if it'd actually work. If it does work, though, this would be extremely good info to have.
