Alternatively, make a new layer, draw a rectangle in your colour,
lock it
and then draw on a layer above that.
I believe it's File->Document Properties, then on the 'Page' tab click on the background and set the colour.
I don't think this will stick as the default the next time you run Inkscape, but maybe there's a config setting that will make it stick as default?

Do it to a fresh file, and save it over the default.svg in the share directory to make it the standard setting for new files.
