That's an old version of Inkscape. There's already 0.91.
I take it there is no "screen shot" utility built into Inkscape.

The reason inkscape does not have a screenshot feature is because it's a vector graphics program instead of a raster graphics editor, and it's hard to convert screenshots into usable vector images.
You can use GIMP to take a screenshot or you can use a different alternative such as http://shutter-project.org/ or https://github.com/KDE/spectacle . Also see http://www.shlomifish.org/open-source/resources/graphics-programs/ .
