I have Inkscape 0.92.3 (2405546, 2018-03-11) running on windows 10 home
not crashed on me that I know of.

Coincidentally, I just this minute noticed a possible problem with Document Properties dialog. I'm not sure if this could potentially cause the problem of opening mostly offscreen or not. But I'll mention it here first. Then if it deserves a bug report, I'll make one.
This is 0.92.3 on Windows 7, 64-bit, the 7z package.
In Windows 7 and I don't know how many previous versions of Windows (but not in Windows 10) if you choose the (or a) Windows Classic theme, you can customize how windows are displayed. Since I can't think of the right words to differentiate this from other potential ways of customizing windows, I'll explain how to find the controls for it. It's a slightly different location for XP, but in 7, it's Control Panel > Personalization > Windows Classic theme
Window Color.
For example, you can customize things like the titlebar width, color, text size, font and color, same for menu's text, window background color, window text, scrollbar width, min, max, and close button width, window border color, padding, and you can make them all different for things like message box, tooltips, palette, active window, inactive window. Tons of wonderful stuff!
In any case, I've configured a wider than normal border around my active windows, and also in a quite contrasting color. That way, if I have a few non-maximized windows open, I can easily see which one is active, at a glance.
For some reason, the undocked, active Document Properties window does not display my custom wide, bright border. For example, the undocked, active Export PNG dialog window displays it. Also, undocked active, Text dialog, Preferences, Import, Open, and every active undocked dialog except for Document Properties.
Also I've checked a couple of older versions of Inkscape. In 0.92.2, 0.91, and 0.48 the active Document Properties window does display the special border. Glad to provide screenshots if needed.
Just to be clear, I'm not concerned about the border not showing. What I'm thinking is that maybe Inkscape doesn't realize it's active (when it is active) in 0.92.3? Maybe being active has something to do with its placement or position?
Just an unexpected observation, and thought.

it just moves the work, if I import it into default I save changing the properties but then have to save as, (moving to directory, find file and click it to change save name) instead of just clicking save.
If I can just get the window to open on the screen it's not that bad a job to do ;)
