problem confirmed on Windows 10, Inkscape 0.92pre2 15127 (Oct 21 2016)
I have not been able to figure out any way to get this to work on groups.
There is a bit of a workaround available, but it is clumsy: create two
objects, select them both, and then use the menu item Path->Combine. This
will turn them into one object and the LPE will work, but this is
destructive.
    It might be worthwhile to also ask this question on the developer list,
or submit a bug report to see if anyone else has experienced this.
