That window also doesn't show the network places: they need to me mapped to a drive letter before they appear in the list.

Basically, we use the standard GTK+ widget for the open/save dialogs. Between the two version we upgraded to the newer version of the GTK+ widget. So, while your comments make sense, they should probably be directed at the GTK+ lists. If they fix it, it'll get automatically rolled back into Inkscape.
