If you are running 0.46 stable release, then see the comment at https://bugs.launchpad.net/inkscape/+bug/293940/comments/5 You will need the two files dxf_input.py and dxf_input_46stable.inx. The .inx format has changed since the release of 0.46, which is why the extension is not available on your menu.
