Actually, I'd say: "No, there isn't"...

Connecting three lines in one point: no, not as real node. If you just want three lines that will always come out of the same point, you can try using the connector-line tool, connecting lines between invisible circles or rectangles

Snapping: well, it seems that at this very moment there is an discussion going on on this list about exactly that...

Inkscape WILL snap to end-points and corners though, if you set up the snap-behaviour like that. A trick I use if I want a line to attach to the exact center of side, is
 

  1. create the rectangle
  2.  convert it to a path
  3.  select the edge
  4.  choose node-edit tool
  5.  press the "+" sign, it will add an extra node, exactly in the center. Use this node as a start for your line. If you want to change the end-point of this line later on, use the node edit tool instead of the normal "select tool"

I'm sorry if this answer is irrelevant. What is it that you in this particular case want to achieve?
