I'm using the < (the one next to the M key). According to the docs, the Alt+< and Alt+> change the letter spacing for the current line of a text object.
The Alt+Arrows works perfectly fine, and as explained in the docs, individually moves letters that are to the right of the cursor. When NumLock is off, the NumLock arrow keys perform the same function, when they are on, they just put numbers.

Are you using the arrow keys (like the ones between the keyboard and your number pad) or < (<)?
