and import the Inkscape items as graphics.

You can even do this in HTML.

There are horses for courses, as my father used to say. A bullet list
doesn't sound like Inkscape territory.

Why not? I find inkscape incredibly useful to prepare presentation slides. Thus a bullet list would come in very handy. This is a me too!

As to a solution (untested): Create text flow blocks for each paragraph in the bullet point list, the right number of bullet points and then use the alignment tool.
