Well, we did that. And that infrastructure is still there. The problem is that it really became unmaintained, and so therefore didn't work nearly as well as the Linux one.
I think the real solution is that there needs to be a plugin written for the GTK+ file selector that works better with the windows file systems. This would be similar to how GNOME-vfs plugs into the file selector to allow access to network filesystems under Linux.
If this was done (assuming it isn't already) it would also help GIMP, GAIM, and other projects that use GTK+ on Windows.
