If such a file doesn't exist I'd like to suggest auto-recovery as a feature. Perhaps on restart, Inkscape could check to see if there's a record of an unclosed file, and notify the user where the corresponding backup file is stored.
At least in GNU/Linux is is stored in ~/ _without_ .svg extension IIRC.
