When I do all that (in GettingEffectsWorking) and try to apply an effect, they either do not work or I get a warning/error advice that says:

"The inkex.py module requires PyXML. Please download the latest version from http://pyxml.sourceforge.net/."

Should I do this and if so, where install and how apply?

Running 0.42 on WinXP.
