To answer your second question first. When you add text to a frame (in CD) that is not big enough then the text wraps within the frame until it gets to the bottom of the frame. The frame does not change size automatically. Under this condition the extra text is not visible but is still there and shows up when you resize the frame.
As to the benefit. It is essential when you have a relatively complex piece of work with many text frames and graphics intermixed and you want to change the layout around to find the most appropriate one. For example early this year I completed a double sided A3 sized brochure. One side had 11 graphics intermixed with 30 text frames. During the layout stage the text and graphics were being moved all around the place within three columns. The text frames had to be be fine tuned to maximise space use and occasionally to allow inclusion of extra text, grammar changes etc. This would have been a nightmare if text size had shifted with the frame.
