Is this a limitation of SVG, or of inkscape?
The limitation would be in Inkscape (maybe, dont have a copy I can check against here it may already work).
SVG can certainly xlink in another SVG file, I've done so with other software. (If I recall correctly Inkscape probably can render these.)
Should be much the same as inserting a jpeg or png. Try it, it might work. (Manually editing the XML might be necessary.)
If it's a limitation of inkscape, would you take a patch? :)
I'm certain the developers would accept a clean maintainable patch. They have set out with the goal of accepting as much as possible and to try out new ideas.
