Flowed text is text that automatically insert new lines to adapt to a shape, usually a rectangle but it can be anything. Here's an example. To flow text you select both the text and the shape and use the 4th command from the top on the Text menu. The command below it will unflow the text. Also when you create a new text dragging the cursor you make flowed text, when you just click and release the button it just makes text not flowed.
To change the language I think you can delete (or move) the locale in the Inkscape installation folder.
