You might have a look at https://affinity.serif.com it is a new program on the market. Mac only version. But I opened a vector PSD file of an ice cream comb and exported it as an svg. Did a pretty decent job of it.
Then opened the svg in inkscape, ungrouped the finished product and definitely had vector components to it.
