Not as such, but if I understand you correctly you can "fake" it.
Suppose you have a number of objects that you want to do this to. You can then follow these steps: - Select all of them. - If it isn't open already, press Ctrl+Shift+M to open the Transform dialog (or select it through the menu). - Go to the Scale tab and enter the desired scaling in percentages. - UNcheck "Apply to each object separately"! - Apply the transformation. - Enter the inverse scaling (so 400% becomes 25% for example). - Check "Apply to each object separately"! - Apply the transformation. This should result in objects which are still the same size as before, but with more space between them. Is this what you wanted?
