Though I am still getting to know Inkscape, I do know of an excellent tracing software which will do the tracing for you automagically. Probably Inkscape has a plugin for it or it'll soon have one. The tracer software is also available online at: http://autotrace.sourceforge.net
You will find a "We are also available ONLINE" line at the top of the above webpage with ONLINE being a hyperlink. So click the link and it'll take you to an online submit page. Click the browse button on the page to specify the bitmap file to trace/convert to vector/SVG, tweak the parameters and submit your file to get a vectorized version of the pic.
