I convert the attached svg file to the attached pdf file without selecting the option "text to path".
The PDF exporter currently (Inkcape 0.44 if I recall correctly) includes an automatic conversion of "Text to Path" to ensure your printout looks like it does on screen even if the necessary fonts are not available at the time of printing. (More accurately the PDF exporter does not yet include text important and the developers were persuaded that converting text to paths was a hell of a lot better than doing nothing which would result in data loss and PDF files which did not even look like the SVG.)
The resulted pdf file doesn't have the text "O". Do you know what is wrong?
Besides having high expectations of a work in progress you have not done anything wrong. Grab a nightly build of inkscape and in return for helping test things out and reporting bugs you will get to see those improvements in PDF even sooner.
