Or even easier use the Ellipse tool and make it into a sector/pie slice. On of those little handles on the Ellipse allows you to create shapes that look like Pac Man or like pie slices, no need to mess about with beziers.
or, as I said, much simpler is to drag the circle's handles - see the Shapes tutotrial
If you are using older versions of Inkscape you might need to switch to to the Node tool to get the node handle you need to appear but I remember asking about how to draw that kind of shape before and convincing the developers to show those adjustment nodes more prominantly and it should be right there when you create a new ellipse.
Definately worth reading the Tutorials. I've been using Inkscape a while and I'm surprised how much I learned from reading them (and then they were updated with even more information!)
