The problem actually isn't Xorg, but instead the Window Manager. Most WMs allow you to configure which key will drag Windows. An easy fix is to use the Super (Windows) key instead of Alt for the window moving behavior. Then the Alt key will work fine and as intended.
It would still be nice to be able to configure this in Inkscape. The Ubuntu default is Gnome w/ Metacity, and the default move-window key is Alt+drag. I'd almost bet that that isn't just a Ubuntu default, but rather a Gnome default, so it's not just the Ubuntu users who will get bitten by this.
Can someone using KDE comment on the default use of Alt in KDE? Is Alt already in use by default in KDE?
