I'd love to have this feature on inkscape too.

The difficulty is the XML. Groups are done as a DOM node with all of
the items in the group as child nodes. Layers aren't part of the SVG
spec, so Inkscape implements them as a special kind of group (a group
node with special attributes). The reason you can't have a group
spread across layers is because group's DOM node would have to be a
child of two layer DOM nodes simultaneously, which is impossible.

I can't think of a workaround, either. Maybe someone else will have an idea.
