The two settings are in the toolbar at the top and appear when you select the eraser tool (besides the width slider). One is called "delete objects touched with eraser" the other is "cut out from objects" (i'm using a build from 6 september)

Release notes say that there are two modes of operation: vector and 'bitmap', but no instructions on how to trigger one or the other. Tool seems to create a path which if placed on an object will sometimes erase it completely. No luck on getting it to partially erase an object (line, rectangle etc). 'Select' 'Delete' seems to deal with whole vector objects more efficiently, although the partial erase could be handy.
