There is a security issue with the submission system and the site was taken down until the problem is solved. Unfortunately, we don't have a mirror to serve at least the packages of the latest release.
Anyway, the mailing list is working: clipart AT lists DOT freedesktop DOT org.
I discovered yesterday that the downloads page (http://www.openclipart.org/downloads) is functional and I obtained a copy without problems.
