My guess is that in Inkscape you simply used a different font which has a different variant of the same glyph. But it's only a guess.
Sure, but it is suppose to be automatic. Your rendering engine needs to grok ligature tables. This is really really important for devanagari because there are hundreds of ligatures, all very commonly used. Maybe it's not as complex as arabic, but it's close.
View the font(s) you use in Pfaedit to see what glyphs they have for the specific code points.
Ugh. It's too much work.
Anyway, we don't yet use Pango for text rendering on the canvas, so it's not likely to affect that.
That's probably why it doesn't work because the letters show up correctly in the "Text and Font" dialog's text view.
