Confirmed that file contains
hidden graticule. Ctrl + 5 returns lines etc.
using Inkscape 0.41.

I imported your file in inkscape(0.48+devel r11311)and the graticules exist ^^.try change to outline view mode (ctrl+5 two times) and you will see all paths and shapes perfectly , but, exist paths without colors, just apply any color .

confirmed on Windows 7, Inkscape 0.48.3.1. The missing lines appear to be all
present in the Inkscape svg file, but they have the properties fill:none and
stroke:none so they are invisible. They are visible in other viewers, so
this is an Inkscape bug.
