the stroke width only upwards by large amounts and then locking out at 1000.0 px. Width then is adjustable just by entering a number rather than the using the scrolls and even then it goes to a different value than the one entered.

I believe this was one of the bugs fixed in Inkscape 0.42.2. Try installing that version and see if you still have the problem.
