If I may be so bold, I'd like to suggest that the Star have a 'polygon' button or something in it's size-controls-menu bar. It's not immeadiately apparent how to draw an N-sided polygon in inkscape.
This functionality has been present in our star tool for at least the past 2 releases as far as I know. I have to say that the polygon checkbox for the star tool combined with the new icon set that will be available with the 0.44 release should be what you ask for (a preview of the icons could be found at http://placide.home.sapo.pt/inkscape/index.html). The tool icon will reflect the functionality existing, and the checkbox is what determines that it's some form of polygon versus a star. Even if you have 0.41 installed (maybe even a release or two before), you should see the checkbox with the star tool.
Maybe a generalised Polygon tool might be the shot, one that takes the 'Rounded corners' values like squares do. I admit that this can already be achieved with existing tools, but it's not simple if you don't know how.
The star tool achieves this, as you had suggested... I think that down the road we will have more tools, so polygon is perfect in the star tool as is.
