Ok then, here is my result :

I used : brightness... 0,450 (untouched) edge... 0,650 (untouched) color quantisation : 2
brightness steps : 8 (you can probably lower that) tick : colors
unselect the three boxes at the bottom
On the "options" tab, deselect "smooth corners"
This gives you the group of 8 paths at the top of the file.
You can then duplicate the group, ungroup, move the unwanted paths, place a circle below, transform it to a path. Select both the ex-circle and your shapes and do Path / difference (or something).
N.B.: When you plan to trace a bitmap to make a svg out of it, do not open the PNG as such with Inkscape. Open a new document, import the png, trace, the file will have a svg extension - NO CRASH :p

If you already have clean land shapes as you should
after following the tutorial:
This is the problem here, I don't seem to be able to get the clean land shapes correctly.
Here is the procedure, I am using:
- New file
- Import (africa.png)
- Call up the Trace (SHIFT-ALT-B)
- Choose brightness cutoff (0.980)
- Select theĀ 'Inverse'
- Update
- I then added a circle
- Exported bitmap
- Open Gimp
- Removed the outer layer
Is there a quicker way to do this, and also at the same time get a better outline of the countries/ islands etc...
I have attached the original png file together with the updated .svg file with all the layers.
- create a new layer (below the current where the
shapes are)
go back to the current layer
duplicate the shapes (which, I suppose, are paths or
"empty" countries
go back to the current layer
Edit / duplicate the shape you want (the duplicated
one is then selected)
- Layer : move selection to layer below (the one you
just created)
- Go in the Object / fill and stroke menu. Suppress
the stroke (the original shape), add a fill.
- Done.
Now if you make the new layer invisible, you have your
lands shapes as empty as before.
N.B. : You could also use a sub-layer of the "current"
one instead of a new separate layer, but then if you make the current invisible, the invisibility also applies to the subs-, it's a bit more difficult to handle.
