It's intentional, and sub-paths is indeed the term for them. SVG provides them because they use less memory and file space than e.g. a group of individual paths.
If it is meant then how do I get the sub-paths to be separate?
"Split Apart" from the Path menu; I believe the keyboard shortcut is Ctrl+Shift+K.
Conversely, if you need to combine several separate paths into a single path as sub-paths, you can use Ctrl+K. You might want to do this, for example, if you wanted to join the ends of two pre-existing paths into a single path.
