How about changing the size of the document in the Document Properties dialog ? Isn't it what you are looking for ?
No, since a) I would actually need to know the bounding box and b) the dialog lets me only specify width and hight, but not the origin. I would thus have to move the drawing to the upperleft corner before resizing the document.
In short: There are certainly ways to work around the limitation, but I believe adding a choice to select the region similar to the one in the 'export' dialog would be very useful in the 'save as' dialog, too.
