Tiled clones is the option you will want to use.  Do a google search on "a free guide to inkscape" and go to the section on tiled clones.  Tav has put together a very nice guide, and I believe a hard copy is available through lulu.com as well.

I don't want to do this manually (of copying and aligning each image). And
I need the final version to keep the "scalable" properties just in case I
need to resize.
