Also, regarding features like flowed text, shouldn't those only be saved in Inkscape SVG? Currently they are also saved in plain SVG.

Mostly but not quite true. Inkscape flowed text (e.g. text in a shape)
uses a feature that was included in the SVG 1.2 standard. The 1.2
standard was never officially adopted and only Inkscape and I believe
Batik implemented the flowed text feature. Inkscape flowed text can be
converted to normal SVG text (Text->Convert to Text). No browser
implements all of the SVG 1.1 spec so it is possible to find things
that render properly in Inkscape but not a browser (e.g. superscripts
in Firefox).

There are also a handful of hidden features that rely on SVG 2 which
are not yet supported in browsers. A normal user shouldn't come across
these.
