Well. ok then. Please forget that I asked. Since I've used apt on Linux I wish there was something like it on Windows (but this topic doesn't belong here).
It is good to periodically revist topics such as this one. But at the moment the reasons for the current state of things are still valid. It is very likely something could change in the future, especially if someone happens upon this thread and decides it needs to change. So, thanks for asking.
BTW, I just love Inkscape.
