Actually the image is a psd layer being exported into a flat PNG, the original psd layer is a vector layer (or whatever you call it) which was probably created in Adobe Illustrator, like this:

It can be converted into an ideal svg I need by using the following method. My friend who has Adobe Illustrator already did that for me, and it worked perfectly.

Because I currently don't actually have the license of Adobe Illustrator so that's the reason I was trying if Inkscape could do the job instead.
