There is a desire to implement filters, however not in near-term plans. We'd love it if someone took interest in implementing this, but I think this may be best done after we've switched renderers to Cairo.

In any case, please send in a feature request for this. I think feBlend is a pretty standard filter but it'd be good to have an RFE listed for it.
