Yeah, I reported long ago the same huge performance problem when using *excessive* amounts of blur (in my case on X86).
with one of my students, I solved the problem by erasing the part that had the blur and then just painting it in GIMP and applying a Gaussian blur, then joining the two parts in two layers. But that was a very simple image...
I solved it in a similar way: leave the blur on, save as SVG, import the SVG in GIMP and export as PNG from there
