This only works for (me in) the currently open document... there is no way (that I could find) to make this change for basic new documents... (no provision for it in the Inkscape Preferences, in the same menu (File). Wondering if this is truly so? & if so, why (probably a dumb question here, but you sometimes don't know unless you ask)?
Units are stored as part of the document, not as global preferences. Therefor you can change the default template to your preferred units or create new templates for the most used default units you need.
