There are a couple of things you should check:

  * Zoom factor 1:1
  * Image aligned to the pixel grid, set its position to an integer value
  * Blur set to 0.0

Inkscape doesn't handle resize of the images without producing this blur so the bitmap you import into it should be the exact bitmap you want to get form it pixel by pixel.
