You might also try WikePedia or MediaWike. Especially with flags and coat-of-arms, they quite often have SVG-files of them.

Emblems or icons?

I find lots of great SVG icons that are often Creative Commons or public domain by Googling, for example "police.svg" and "fire.svg".

There are also LOTS of interesting icons on http://openclipart.org/
